Creates the Bring California Home fund to provide resources to address homelessness, to be funded by taxing global low-taxed income and administered by the Homeless Coordinating and Financing Council. Allocation of funding: Distribution based on point-in-time homess counts and degree of severe rent burden, with 60% to joint applications from counties and continuums of care, 40% to 300,000+ population cities, plus $200M in bonuses for various ancillary activities. Eligible activites include rental and move-in assistance, support services, and operating costs. Also requires the Department of Health Care Services to seek federal approval for a Medi-Cal benefit to fund prescribed services, including housing navigation and support services for beneficiaries experiencing homelessness. Funding to come from a tax increase on offshore income.
