Increases the circumstances under which a person may be ordered to obtain assisted outpatient treatment pursuant to The Assisted Outpatient Treatment Demonstration Project Act (Laura’s Law).

Requires the Homeless Coordinating and Financing Council to set specific, measurable goals aimed at preventing and ending homelessness among unaccompanied women to coordinate a spectrum of funding, policy, and practice efforts related to unaccompanied women experiencing homelessness.
Allows a family member, friend, or acquaintance to testify at involuntary commitment hearings if approved by counsel for any party.
Creates an HCD grant program, upon appropriation, to homeless shelters to provide shelter, food, and basic veterinary services for pets owned by people experiencing homelessness.

Creates personal and corporate income tax credit of up to $30,000 per employer for wages paid to homeless persons, with a $30M aggregate cap per year.
Creates the Transition Aged Youth Housing Program to create housing for youth under 26 who are experiencing homelessness, administered by the state homelessness council; funding to come from a budgat appropriation.
Requires the State Department of Social Services to convene a working group to examine the extended foster care system, including housing issues.
Requires Catrans to develop a pilot program in Long Beach for community conservation corps to do homeless camp clean-up on Caltrans properties.
