Allows the Insurance Commissioner to approve investments by insurers in low- and moderate income and underserved communities under the California Organized Investment Network (COIN) program above the statutory limits; extends COIN through 2027.
Establishes conditions for declaring land surplus at the former Marine base in Tustin, including housing for low- and very low-income families.
Defines low-income households as under 250% of the federal poverty level, for purposes of the PUC’s home weatherization programs.

Establishes procedures and requirements for housing on community college campuses.
