Amends the current year state budget (which ends June 30, 2021) to include provisions for $24M from the General Fund for the Housing the Harvest program to provide housing support to farmworkers that need to isolate due to COVID-19 exposure, and approximately $10M in assistance for UC, CSU, and community college homeless students.
Authorizes a county to adopt a pass program to allow ag workers and employers into areas otherwise closed due to a natural disaster.
Upon appropriation by the Legislature, requires the Dept. of CSD to establish a grant program for counties to establish farmworker resource centers that provide access to services related to, among other things, housing, health, education, and labor rights; grants contingent upon the county working with community based organizations to develop a center.
